BRICS is easier to over-institutionalize on a slide than it is in law. The load-bearing pieces are an annual leaders’ summit, a rotating chair, a handful of ministerial tracks, the New Development Bank, and the Contingent Reserve Arrangement. Around those sit business councils, think-tank councils, and working groups whose communiqués should not be mistaken for statutes.

The summit and the chair

Leaders meet once a year in the country that holds the chair. The chair sets the agenda, hosts the photo, and usually drafts the declaration. Chairmanship rotates among members; after expansion, the rotation schedule is a political artifact and can be adjusted. This desk will not invent next year’s host if the chair has not announced it.

The declaration is consensus language. A member that cannot live with a paragraph typically waters it or keeps it out. That is why summit texts often read broader than any one capital’s brief. The Contingent Reserve Arrangement

The CRA was announced with the NDB at Fortaleza in 2014. It is a framework for providing liquidity support among the original five through swap-like arrangements, with a stated total size of $100 billion. The published contribution structure in the treaty-era documents assigned China $41 billion; Brazil, Russia, and India $18 billion each; and South Africa $5 billion. Those are announced commitments, not proof of money drawn in a crisis.

Uncertain: use. Public, dated information on actual CRA drawings is thin. Do not treat the headline $100 billion as cash sitting in a joint vault, and do not invent a utilization rate.

The CRA is not the IMF, and it is not a BRICS currency. Access rules in the treaty-era text still contemplated a link to IMF programs for larger drawings — a reminder that the arrangement was built as a complement, not a full replacement. What sits below the leaders

Foreign ministers, finance ministers, and central-bank governors meet on their own tracks. Sherpas prepare the summit. Sectoral working groups (health, science, customs, and others) appear in host-year programs and then often go quiet. Treat those groups as real when they publish a document; do not assume a permanent bureaucracy.

National positions still dominate. India and China can share a family photo and still contest a Himalayan line. Russia can sit in the grouping while fighting a war briefed at armedconflicts.org. A compact definition
